OCM Resources: Official New York Cannabis Links

This page is general information for adults 21 and older about legal cannabis in New York. It is not medical or legal advice and does not claim that cannabis treats, cures or prevents any condition. Talk to a licensed healthcare provider about your health.

New York's cannabis rules come from one place: the New York State Office of Cannabis Management (OCM). This page is a directory of the official state sources we use ourselves, so you can check anything you read here — on our site or anywhere else — against the state.

Every link below goes to a New York State website, checked on September 17, 2026. State pages do move, so if a link fails, start at the OCM home page and search from there.

Who OCM and the Cannabis Control Board are

The Marijuana Regulation and Taxation Act (MRTA), signed March 31, 2021, legalized adult-use cannabis for people 21 and older and created two bodies: the Cannabis Control Board, which votes on regulations and licenses, and OCM, which writes the rules, licenses businesses and handles enforcement. The regulations sit in 9 NYCRR Parts 113–133 — Part 128 covers packaging and labeling, Part 129 marketing and advertising, Part 130 laboratory testing. (Source: NY OCM.)

Verify a licensed dispensary before you shop

Every licensed adult-use dispensary in New York must post the Dispensary Verification Tool — a decal with a QR code — near its main entrance. Scanning it takes you to the state's list of licensed stores. You can also look up any shop yourself on the Buy Legal NY map, the state's searchable map of licensed adult-use dispensaries.

OCM's guidance for buyers is to purchase only from licensed dispensaries and to look for the New York State universal symbol and a valid license number on the product itself. Licensed products are lab-tested for contaminants and labeled with potency as New York law requires; unregulated products are not.

Pure Leaf Flower license verification

Our legal name is Mirae Corp, doing business as Pure Leaf Flower. We hold New York State Office of Cannabis Management Adult-Use Retail Dispensary License OCM-RETL-25-000458, issued December 16, 2025 and valid through December 16, 2027, listed as active in the OCM license registry. To confirm it: open the Buy Legal NY map, search 40-28 Murray Street, Flushing, NY 11354, and compare the license number there with the one on our storefront decal and your receipt.

Report a problem, or check recalls

  • Report an Incident or Complaint — OCM's form for reporting an unlicensed seller, a problem with a product or a business, or an adverse health event.
  • Recalls — current and past cannabis product recalls. OCM classifies them as Level 1, where use or consumption could cause adverse health consequences (for example pathogens, undeclared ingredients or chemical contaminants), and Level 2, where it is not likely to (for example smudged labels). Licensees must notify OCM within 24 hours of starting a recall. (Source: NY OCM.)

If something you bought from us concerns you, tell us too at 646-889-4071 — but you never need our permission to file with the state.

Labels, packaging and the universal symbol

Under 9 NYCRR Part 128, regulated packages are child-resistant and tamper-evident, carry New York's universal symbol on the outermost layer, and list total THC and CBD, servings, ingredients and allergens, lot number, the processor's license number, a QR code linking to the Certificate of Analysis, and set warning language. See OCM's Part 128 guidance for the official wording, and our walkthrough at Reading Labels.

Home cultivation

Adult-use home cultivation became legal June 26, 2024 for adults 21 and older. OCM's Home Cultivation overview and its longer Home Cultivation FAQ cover plant counts, security, odor and landlord questions; both are dated July 2024, so check OCM's current pages for later changes, including changes made by the medical cannabis law signed in November 2025. Renters should also read OCM's landlords page. Licensed dispensaries may sell seeds and immature plants; check our menu for what is currently available.

Medical cannabis

Pure Leaf Flower is an adult-use retail dispensary. We do not certify patients and we do not dispense medical cannabis. Products in the medical program can differ from the adult-use market in form, serving size and price. To learn more, start at OCM's patients page.

Talking with kids, and keeping products away from them

OCM's Cannabis Education Library includes materials for parents and caregivers, plus its safe-storage flyer. OCM's storage advice is simple: locked, out of sight and out of reach of children and pets, in the original child-resistant packaging, and kept separate from regular food and drinks. OCM reported nearly 670 New York emergency department visits for cannabis poisoning among children aged 0–17 in 2024. (Source: NY OCM, March 17, 2026.)

Driving, and keeping cannabis in New York

It is illegal to drive under the influence of cannabis in New York, and consumption inside a motor vehicle is illegal for drivers and passengers alike. Do not drive after consuming cannabis and do not ride with an impaired driver — plan ahead for a sober ride or use public transportation, and keep purchases sealed and out of reach on the way home. Using cannabis and alcohol at the same time can make you more impaired than either alone. The NY DMV lists the penalties for drug-related driving violations on its penalties page.

Cannabis also cannot be transported across state lines, even between states where adult-use cannabis is legal. Keep it in New York.

New York City and Queens

Municipalities had until December 31, 2021 to opt out of adult-use retail. New York City did not opt out, which is why we can operate here in Flushing, Queens; a number of towns and villages elsewhere in the state did. OCM publishes the filed list at Local Opt-Out Data, with background at Localities. Check your own town there rather than relying on a summary, including ours. More local detail is on our Service Areas page.

On taxes: adult-use cannabis carries a 13% retail excise tax at the register — 9% state and 4% local — and is exempt from ordinary sales tax. There is also a separate 9% excise tax on wholesale sales from distributors to retailers. Of the local 4%, 75% goes to the city, town or village and 25% to the county; in New York City, the local share goes to the city. See the NYS Tax Department and OCM's tax fact sheet.
